Axes & method
Activity duration, site occupation and tenure security are separate dimensions. The map shows duration and spatial extent; colour indicates continuity of use. Tenure details require further case review.
Spatial extent
Room, pitch or stall → building → site or complex → district or route network.
Classify the occupied unit. A citywide booking service does not make each booked room a district-scale use.
Continuity of use
Recurring access, interim/end condition, no reported endpoint, temporary-to-durable, mixed or unknown.
These are categories, not a permanence score. A long occupation may have little security; a short booking can repeat reliably.
Scope
Classification refers to the documented phase. A case may combine more than one arrangement.
Core interim use
Limited occupation or use before another planned use, including vacant buildings, interim plots and relocatable premises.
Adjacent workflows
Shared access, seasonal activity and short events included for their booking, handover, scheduling and support practices.
Scope boundaries
Cases that test the working definition: durable reuse or apparently temporary structures without evidence of limited occupation.

Radar plots
The current sources do not support comparable numerical scores. A later shortlist could assess tenure predictability, reversibility, access, operating effort and resource intensity using a common rubric. Record unknowns and assessors, and show the underlying data in a table. Radar area is not an overall performance measure.
Research method and limits
This is a purposive, public-source scan across Finnish and international examples. Operators, municipalities, owners, project reports and research institutions provide the evidence. It includes sites, programmes and recurring services; their counts are not comparable measures of prevalence or success. Historical cases are included for their processes and exit experience.
Source retrieval was checked on 17 September 2026. A retrieved page does not establish that an activity still operates. Each entry records its documented phase, source support, retrieval level and limits. Descriptions of practices and every map position are interpretations for discussion. Open-ended, mixed-duration and uncertain cases appear in a separate group below the grid.
The vacancy-based definition draws on URBACT / GreenPlace. The workflow approach draws on the REFILL temporary-use journey and the T-Factor toolbox. This review extends the scope to everyday shared use; definitions differ between sources.
